It's only needed for making the modules into a debian package. A
successful build and install of the modules is possible without
debhelper. So, since the mol-modules-source package can be used, at
least in some cases, without debhelper it's only a recommends. Since
the real frontends for apt will generally select recommended packages
for installation automatically this will generally be strong enough, it
just doesn't work all that well for people using apt-get directly, but
there are many other similar problems.
