Subject: Timebase frequency fix

I've made some changes to the code determining the timebase
frequency. It should always be correct now. I'd appreciate
it if those who have experienced a clearly bogus timebase
could try it out. The changes are in the mol BK tree
and in the (old) rsync mirror:
(BK) bk://mol.bkserver.net/MOL
(rsync) rsync -rzv zorn.theophys.kth.se::mol mol-rsync
(The rsync.penguinppc.org::mol mirror is currently not up to date,
but this will hopefully change soon).
