For some reason on my fresh YDL 2.2 install I did not even have a services 
setup option when I run the CLI setup tool at all.

I know that this is a bit of an indirect solution but you could install 
webmin, this a web-based admin tool that could help you pick your startup 
services. This how I got around the problem.

What version of YDL are you using? I just put 2.2 on my machine and the 
latest builds of webmin would not install saying that they could not 
identify the version of linux I was running. I had to go into /etc and 
change the release file (yellowdog-version if I recall correctly) 2.2 to 
give the release info for 2.1 and then it worked.
