No apt

I am trying to install apt following the how to written by "Dan Burcaw" 
when I

rpm -ivh 
ftp://ftp.yellowdoglinux.com/pub/yellowdog/yellowdog-2.2/ppc/YellowDog/ppc/
apt-0.3.19cnc55-1b.ppc.rpm

I am returned this:
