So now you need to install/upgrade all the dependent packages; in this case,
popt and glibc.

Try to download them from a mirror site whenever possible.  I've had good luck
with Ibiblio so they're the one I use.

Be aware that some of the dependent packages will also have dependent packages.
This can end up being a "slippery slope" situation where you might need to 
download 100MB worth of updates, plus the time to download them.  Sometimes
it's just easier to download, or preferably buy, the latest release to do
a clean install.  You might save yourself more time and headaches.
