apt-get has been ported to RPM, YDL 2.2 ships with the ported version and Yellow Dog supports apt-get updating through their FTP servers.

The problem on my end was that I needed to update rpm to get the apt-get package to work, which then broke a lot of other packages, which forced me to try to fix rpm which broke the RPM database which.... 

The RPM-based apt-get looks promising but I think it needs to be in place from installation to work properly.
