RPM query

I keep getting the following error when attempting to install almost any rpm:

only packages with major numbers <= 3 are supported by this version of RPM
error: wu-ftpd-2.6.1-6.src.rpm cannot be installed

I'm using YDL 1.2 - do I need to upgrade RPM to install more recent 
items? Is it like upgrading from macOS8 to os 9 to run certain 
applications??
