proftpd not letting anyone in

Hello,
I have a couple suggestions about where to start, first check 
/etc/hosts.allow and /etc/hosts.deny
those would control who could get in via xinetd
check also your proftpd file inside /etc/xinetd.d if you have an 
"only_from" that would also control who gets in I think,
lastly check /var/log/messages (or some of the other log files such as 
/var/log/secure) and see if you see any strangeness in those files
