Huh.. didn't know that.. I guess that changed while I was 'away' :)  
Thanks!  Anyway I changed my sources.list file point at my local mirror 
that sits on I2 for updates and all is better.  I left it pointing at 
ftp.yellowdog.com to avoid delays in the mirror propagation so I can get 
security updates quickly.  But since the master server is the iBiblio 
master and my local mirror is an iBiblio site as well, I think I can 
wait the extra 12 to 24 hours :)

FWIW, The error I was seeing was 'Connection timed out' which typically 
means that either the network between you and the host is down, or the 
host is down.  This is a different response than 'Connection refused' or 
'Too many Connections for your current class of user'
