FTPD Connection refused.

I've followed all the documentation for installing and starting proftpd
through xinetd but I still can't log in to 127.0.0.1 or my actual IP
address, it simply says connection refused. I don't have a clue of why
it's not working. I also tried wu-ftpd but I had the same problem. Can
someone please help me?
