Where does one report kernel bugs for yellowdoglinux?

I believe I have discovered a bug in the 2.4 kernel at least in how it
relates to my machine. The ifconfig utility reports the wrong mac address
under the 2.4.20 kernel but the correct address under the 2.2.19 kernel.
To whom/what/where should this issue be brought.
