fan control

My fan doesn't always turn on.  Sometimes it does and the latop stays 
relatively cool.  Usually though, it doesn't and the bottom left hand corner 
gets uncomfortably hot.  The iBook was purchased about 6 months ago and has 
been kept in good shape so I don't think it's a hardware issue.  Atleast, I'd 
like to rule out software first.  Is there any way to get the fan to always 
come on?
