>From a post I saw in comp.os.linux.setup it it can be changed by
editing /etc/pam.d/kppp.  Comment out the first line and add one after
it:

#auth    sufficient      /lib/security/pam_rootok.so
auth    sufficient      /lib/security/pam_permit.so
