I solved a similar problem on my G4 powerbook (where shift 3
originally gives =A3) by the following .Xmodmap file.

keycode 115 =3D Mode_switch
keycode 116 =3D Multi_key
keycode 11 =3D 2 at EuroSign
keycode 12 =3D 3 numbersign sterling

HTH, I'm no expert on X key mapping.
