Non-destructive partitioning tool?

Depends on what you mean by "destructive".  It is possible with almost
any partitioning tool to split an unused partition in two (or more)
pieces without harming the contents of the other (existing) partitions. 
Is this what you want to do?  If not, please be more specific.
