That's like saying a firewll completely protects everything behind it -- 
It ain't true.  A network's security is only as strong as its weakest 
point.  

Unless you have an actual physical air-gap between your private and public
networks though which *nothing* travels (no wifi, no laptops, no floppies,
you walk though electromagnet to get through the air-gap which is enclosed
in a faraday cage) the probability of your private network being such 
with 100% certainty is low.

If you need to use telnet, at least use a kerberized version (with a 
decent kerb setup) to prevent password theft.
