Libraries missing from openssl package.

I'm trying to build an updated version of 'rdesktop'. It requires
openssl libraries. Installing the openssl package with yum didn't seem
to provide them, or, if it did, I can't find them. Specifically,
rdesktop says:

ERROR: could not find OpenSSL headers
(searched for include/openssl/rc4.h in:  /usr/openssl /usr/ssl /usr
/usr/local/openssl /usr/local/ssl /usr/local)

Suggestions?
