Finger Server Question

I just installed the Finger Server on my YDL 3.0 box.

I created a .plan file in the user directory.

I can see the plan file if I type "finger username" on the local machine.

But if I type "finger username at domain.com" it returns "No Plan."

Why is that?  Is it a permissions thing?
