Why are you using PPPoE for a regular 56k modem?  PPPoE is for DSl 
modems.  You just need regular ppp, like kppp.  Where you in a root 
terminal when you typed modprobe?  It won't work as a regular user.
Try looking in /lib/modules and see if the folder for your kernel has 
ppp modules in it.
