You may not have the database created. You have to (as root, as usual) run
the "makewhatis" command.

Helpful hint #214:

At the bottom of most man pages is a "SEE ALSO" section with man page cross
references. You can spend good portions of your waking hours cross
referencing the pages, but they often yield spectacular jewels of
information.
