PCI Video card recommendation?

Some time back I posted this same message but it may have been to the newbie list. 

Now my TwinTurbo has finally bit the dust. I think I have discovered a source for a fairly good video board. It's an ATI (ATI built) Rage 128 for 18.50. Shipping is overpriced, as is often the case, but I think it is a good deal. 

Does anyone have experiences with this board or have another recommendation?
