pdisk is provided as part of the rescue mode on the install disks of YDL
3.0 and YDL 4.0 as far as I know.  Accessing that mode is a matter of
you understanding how to invoke it from a New World system.  Accessing
rescue mode with Old World systems doesn't appear to be possible.

You'll also see and have access to pdisk during the installation
process.  You could use the installation process to just get at pdisk,
but you better be sure of what you are doing.
