Correction: [ydl-gen] NTP did not change system time with Daylight Savings change

My question probably wasn't very clear. What I meant was, since NTP was able 
to correct the clock when it restarted, why didn't it correct the clock while 
it was running? You shouldn't have to restart ntpd for it to set the 
clock :-)
