I'm honestly not sure. I believe "make binrpm-pkg" is a standard make 
target for kernels (I could be wrong though and it is possible it has 
been obsoleted) and I have no idea why it isn't working. I'd need to see 
the error output.

Meanwhile, the rpmbuild method I described works very well.
