programs not working

I've installed YDL 2.3 on a 400mhz G4. Lots of things work:KDE, perl, 
pico. But adduser does not work - command not found  (tried from 
root). I installed proftpd and it does not work - command not found, 
even though ftpuser "appears" to work (no error message) and it's 
installed with proftpd.

Any ideas?
