The KDE slowness is a bug.
http://www.yellowdoglinux.com/resources/errata/YDU-20020726-1.txt tell
you how to fix it.By now, YDL should have fixed the other problem: the
/etc/apt/sources.list pointed you to the 2.2 directory instead of the
2.3. Change the former to the latter, then run the apt-get stuff.

Untarring: download the file, open a terminal window and type:

gunzip filename.tar.gz
tar -xvf filename.tar

You should be left with the "untarred" file.
