No CPAN.pm

Sorry to bother y'all on this list with all my questions. Once I get this
server up, I can put it in the corner and forget about it.
Apache is running, so I move on to the next phase in my installation where I
check that all my required modules are in place. They aren't, so I need to
install them with -MCPAN. I've done this before on other systems, this is
easy. But when I try I get...
[root@localhost otrs]# perl -MCPAN -e shell
Can't locate CPAN.pm in @INC (@INC contains:
/usr/lib/perl5/5.8.0/ppc-linux-thread-multi /usr/lib/perl5/5.8.0

So I come back to this list for help. How do I overcome this?
