Security level configuration

I try to use this to help with the firewall problem I am having with yum and 
apt-get.  When I check it to cusomize or any thing else when I go back in it 
is set to high again.  I have tried to check it to medium and it goes back to 
high each time even signed on as root.  Is there some file that I can update 
to change the settings to see if this would help with my problems.  Or does 
some one know what I can do to get the security level reset to what I want it 
to be set to using the system tools.
