Well I should have known to look in /etc/sysconfig/network-scripts.  I had to 
do this to change eth0 from failing at start up.  I should have realized that 
ppp0 was there also.  Well it did not solve my problem with having to enter 
the root password for kppp.  I changed it to USERCTL=true as it was set to 
yes before.  I am sure this is an obvious change that has to be made so I do 
not have to keep doing this, but I do not know what it is.
