Proxy server

I was trying to set up my internet settings through the Internet 
Configuration Wizard and I had problems.  Well it was easy to set up, 
but I have to set up proxy settings for Web Proxy and Secure Web Proxy. 
  I did not see where I could put these settings.  I am not sure if I 
have to edit some thing else to do this or what.  I know in OS X I have 
to put these down under Network.  Can some one please help me so I can 
connect on the internet.
