Why is it so hard to get an proper keyboard layout for swedish keyboard

If i say it this way, in Sweden there is almost noone using any other  
layout than swedish.
And honestly, i don´t think i am the only one.

Anyway, i got an link to YDL:s homepage with instructions on how to  
get it to work with Swedish layout.
