where is iopl()?

I've got a yellowdog 1.2 installation, upgraded to a 2.2.17 kernel. Further
upgrades are not an option at this point.

Where is iopl() implemented???

The man page points to it being in <sys/io.h> but that file doesn't exist.
<asm/io.h> does exist, but has dependencies on stuff in the rest of the kernel.

How am I supposed to get access to the I/O ports from user level?
