So as I mentioned before, each repository would need a yup.version file...
Why not include information like "name" in that file as well? The user must
define 'arch' for themselves, but the scaled-down repository config info
would look like:

[PennStateMirror]
addr: <url>
arch: ppc SRPMS

And then the per-site yup.version would contain:

[general]
version: 0.8
country: USA
name: Penn State Mirror

That makes yup.conf at least slightly easier to manage - all you need to
know is the URL and the arch you want. The site itself will fill in its
name, favorite color, and whatever else.
