"make" has nothing to do with it. It's the C preprocessor that
needs to find it.
I can't remember whether mine just worked or I had to fiddle
with it.
You can do one of:
1. Add a relevant symlink so it "is" where it wants it to be.
2. Add a -I to the makefile.
