This is because the version of tmpwatch installed on your system
originally had a typo in its version numbers, so yup thinks the update
of tmpwatch is actually older than the version you have installed.

If you had installed tmpwatch manually
rpm -Uvh --oldpackage tmpwatch-2.8.1-1.ppc.rpm
and then re-run yup, and it should work fine.
