I'm not sure what the problem was, because it just went away somewhere along the line.
It may have been a networking issue.

There's a trick to installing the Net_SSLeay if SSL has been installed from an RPM.
Instead of:
    # perl Makefile.pl
You need to use:
    # perl Makefile.pl /usr
Otherwise it won't find SSL, and won't run.
