I was talking to a guy on the MacNN forums, and he said that the script
executing AppleScript must be run by a user that is currently logged on
into the GUI.

So, Apache configuration geniuses, how do I make it so that my CGI
scripts are run by their owner (me, who is always logged into the GUI)?
