Try these:
1. Take a look in the /var/log/messages file to see if there have been any
messages logged there. Sometimes you will see a message logged and that will
give you the exact problem.
2. Make sure that your /etc/hosts.allow file allows connections from
localhost - if it doesn't add this:
ALL: 127.0.0.1
Give those a shot - if there are messages in the /var/log/messages related
to ftp - post 'em here.
