No. The SMTP server on my local host is broken due to problems getting
tcpserver to recognize smtp as a service. See earlier postings from today
(1/25) about that.. This should not matter, as the connection is with the pop3
server at my ISP. Changing the MTU allowed the KMail client to start working.
I'm assuming Netscape and fetcmail will also work with the MTU set the way it
is.

Question on a 28,000 - 31,200 bps connection what's a good value for the
various pppd configuration values like mtu and mru? What will give the best
throughput:

Here's what I have today according to ifconfig

[pac1@localhost pac1]$ /sbin/ifconfig
lo Link encap:Local Loopback
          inet addr:127.0.0.1 Mask:255.0.0.0
          UP LOOPBACK RUNNING MTU:3924 Metric:1
          RX packets:76 errors:0 dropped:0 overruns:0 frame:0
          TX packets:76 errors:0 dropped:0 overruns:0 carrier:0
          collisions:0 txqueuelen:0

ppp0 Link encap:Point-to-Point Protocol
          inet addr:38.32.78.26 P-t-P:38.16.84.113 Mask:255.255.255.255
UP POINTOPOINT RUNNING NOARP MULTICAST MTU:1024 Metric:1
          RX packets:125 errors:0 dropped:0 overruns:0 frame:0
          TX packets:131 errors:0 dropped:0 overruns:0 carrier:0
          collisions:0 txqueuelen:10
