Yup, that's what I did.

Perhaps my PowerTower Pro's ROM isn't MOL-compatible. In my first
attempt, I used that ROM, oldworld booting, and the MacOS 9.1 system.

Ah. I expected to use the same boot setup with MOL as with a normal
MacOS boot (i.e. if oldworld ROM + MacOS 9.1 works => oldworld ROM +
MacOS 9.1 + MOL should work too). Sounds like that's not the case.

Correct. There was no ROM file in my System Folder until I put one
there, in order to silence a warning on shutdown that said effectively
"you have no ROM file in the System Folder and may not be able to
reboot".

Interestingly, that warning left me in a reboot loop -- I'd select
"Shutdown", get the warning, I'd click on the "go ahead and reboot"
button, and it would pop me right back into MacOS.
