MOL on Virtual PC Linux or PowerPC Linux?

MOL won't use your modem. Instead you have to connect in linux and MOL
is configured to pass the conection to Mac via an ethernet interface
which MOL sets up. This can be configured with DHCP or you can
configure it manually. To do this you have to have the TUN network
stuff in the kernel, which usually means a kernel recompile ( no big
deal). We're talking about TCP/IP here, if you have to dial into a
something that only the MacAuthorize Hub software can talk to then I
don't think MOL will do the job.

As for what flavor? Yellowdog is my vote. It's maintained regularly
and is PPC specific. The question is: do you really want to do
something like this. Think about how often you would have to reboot
and do you have any other reason to use linux. Linux will eat a good
chunk of drive space. Is it worth it? Maybe upgrading your other
software is the best way to go.
