I hope someone will correct me if this is wrong, but I believe you
have to be RUNNING the Mac OS 9 Finder (not classic under Mac OS X)
for the boot blocks to be written correctly. So if you are trying to
make a bootable volume, I don't think you can just copy the files.
I believe there ARE utilities that can do it, however... so for
example you can use Toast to make a bootable CD, and surely there's a
disk recovery utility that can format a volume appropriately and copy
Apple's proprietary drivers to the right places.
But I don't know what that utility might be....
