Not true. I have created a file, mounted it w/ loopback, formatted it
as HFS, and successfully run OS9 from it:

It's been about 6 months, and I just did it to see if it could be
done, so I don't remember the exact steps. I only booted it a few
times to show my friend, then deleted it.

I can't remember where I found the tutorial, but here's one that
