ISO 9660 Rockridge Help

What software can be used to make an ISO 9660
Rockridge compatible image in Windows?  This
capability isn't in Nero or Roxio Easy CD creator. 
Undisker looked promising but isn't what I need.
 
I'm downloading Linux files to a Windows machine, and
want to burn them to a cd without having to change
their names.  Joliet extensions don't allow dashes,
and any dashes get changed to underscores.
