Monitor Energy Savings

xscreensaver is running, it runs the screensaver I've chosen, and it
will blank the screen if that's what I want, but it won't turn the
screen off.  I've set the DPMS options in xscreensaver as well, it
completely ignores them.  I don't use a graphical login, I boot into
runlevel 3, then play and do whatever I want.
