Monitor Energy Savings

I have DPMS enable in my XF86Config file, and I know DPMS is turned on,
in multiple places.  When I run xset q, it says that my monitor is not
capable of DPMS, how's that?  I have tried setting the DPMS options with
xset, but xscreensaver also says it ignores xset and does whatever you
tell it.  Why can KDE turn the screen off, but xset says it is not
capable of DPMS?  Anybody out there have a iBook2 not running KDE?
