gnome-libs?

Recently, I heard of a really great programming IDE that I wanted to try
out on my YDL 2.2 install - so I grabbed the source and tried to compile
it in the standard way... but the configure fails on these following
lines:

checking whether -lc should be explicitly linked in... no
creating libtool
checking for gnome-config... no
checking for gnomeConf.sh file in /usr/local/lib... not found
configure: error: Could not find the gnomeConf.sh file that is generated
by gnome-libs install

I checked, and the gnome-libs are installed... but I can't find any
gnomeConf.sh anywhere..

Any ideas?
