my guess is the daemons aren't running. there are a couple of ways to 
get them running, and i'm not sure what the 'correct' way is, but...

  i believe you can try 'service telnet start' as root.

also, check out the man pages for chkconfig and the how-to's on YDL's

among others. you'll have to read between the lines since they don't 
answer your question specifically, but they should get you in the 
right area. also, for ftp, you may need to configure proftpd.
