apt-get contrib

Just clean installed from 2.1 to 2.2 and I'm new to using apt-get. Im
fine with installing rpm's and compiling from source. I've followed the
HOWTO's on the YDL and updated and installed packages no prob. So there
im fine.

My question is how does one contribute to the contrib repository? Is
that actually a "user" contributed repository or is it controlled by
terra for files outside the mold of the distro.  And do certain people
become maintainers of those packages as not to have conflicts. Or am I
just missing the point entirely.

I've scimmed the apt-get YDL howto, the howto linked from that and the
apt-get man page. And didnt quite find what I was looking for. Maybe I
was _too_ scimmish.
