Getting apt-get

I have had lousy luck installing YDL 2.3, but as luck would have it, 
YDL 2.0 installed rather nicely (but no apt-get).

 From the YDL site, if I do an rpm -ivh ftp://<ydl's ftp site for 
apt-get> I should be able to install apt-get, but when I try doing this 
I get a message saying that some libraries, etc. are missing.

How can I find out all the dependencies to apt-get, and how cat I get 
them?
